I too had some difficulties in genrating the certificate for the first course that I completed from Netacad. So here are the desired steps.
In a nutshell:
1. Complete all the assignments and final examination, if any, concerned with the corresponding course.
2. Go to your Netacad's I'm Learning dashboard and click on the "Refresh (Course) Status" button.
Wait for around 10 minutes and come back to your dashboard.
3. If everything has been done correctly, you should now be able to see a "Get Certificate" option. Click it and choose any Instructor to sign upon the certificate. Your certificate should now start downloading.
