According to part one of Article Two of the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation”, a residence permit is a document issued to a foreign citizen or a stateless person in confirmation of their right to permanent residence in the Russian Federation, as well as their right to freely leave the Russian Federation and enter the Russian Federation.
