What does a certificate of occupancy essentially consist of?
It's also called "habitability certificate," but it's the same thing.
Title III of the Consolidated Building Act establishes that every residential unit must have a certificate attesting to compliance with safety, hygiene, and health requirements for the rooms and systems, as well as compliance with regulatory standards.

When is it necessary to request one?
The law requires that a Certificate of Occupancy, previously known as a Certificate of Habitability in Pesaro, must be requested in the following cases:

The application must be submitted within 15 days of completion of the work. Failure to submit the application within the required timeframe will result in fines of up to €464. How do I request a Certificate of Occupancy?
To obtain a certificate of occupancy in the Municipality of Pesaro and Urbino, the following documentation must be attached to the Notification of Certificates of Occupancy (SCA):
Static test certificate (if structural work is planned)
Current value stamp
Copy of the receipt for the land registry application
Declaration of conformity of the works
Declaration of conformity of the systems
Authorization for sewer discharge
Certification of connection to the municipal water supply
Request for the street number
Energy Performance Certificate (EPC)
Approximately one month after submitting the application, the Municipality of Pesaro and Urbino will issue the certificate of occupancy.
