Location: Wild Area
Sub-section used: West Lake Axewell/North Lake Miloch/Lake of Outrage
Weather: All but Sandstorm and Partly Cloudy (Fog requires post-game)
Encounter type: Strong (Surfing required)

So yeah... Lapras... The best way is the strong encounters, which you need the bike upgrade obtained after the sixth gym to reach.
There is an ULTRA SUPER rare fishing point to find Lapras. I wasn't about to get it after 10+ hours. It's in Route 9 - Circhester Bay. Unless you have literally NOTHING else to do, I do NOT recommend that spot.
