In case you haven't triggered this quest, you can do so by talking to a Steward Construct in the West Necluda Region in this spot right here.
To complete this quest you'll need to solve the puzzle of this weird structure. The hint comes from the construct itself: "Dye the white pattern black when the sun awakens in the sky. Then will the sacred shrine appear." Pretty straightforward.
If we examine the shrine surroundings we can see a lever that rotates the weird block statue, some wooden planks that can you can insert into the statue, a campfire we can use to skip time easily, and a symbol on the wall right in front of the statue.
So, basically what you got to do is put the planks in the correct holes of the statue and rotate so its shadow can cover the symbol on the wall when the sunrise hits. Here is the correct placement of the planks and rotation of the statue.
