Background:
There is a lot things to talk about... Let us start with the interaction itself
The interaction that Sandalf discovered, is that you can spellsteal and stack Burst of Cold (A PvP talent for Frost Mage).

This stacks seperately, which means 600% increases by 600% increases by 600% etc... Already at 5 stacks, the damage number on your Cone of Cold will be larger than raid bosses health...
The thing I tried, that I wasn't expecting to work... Was that it persist through instances and raids! Even if it is a PvP talent.
So that means... if we can somehow bring 5 stacks of this into a raid... we could one shot raid bosses... maybe even the Jailer!?
This is harder than it sounds... Because the buff only lasts for 6 seconds.
I am so grateful that Frost Mage has Icy Veins... This allows us to combo it with Time Warp to temporarily reach the GCD cap of 100% haste. Making us able to obtain 5 stacks within 3 seconds, by spellstealing other mages.
Then we have 3 seconds to spare to get out of combat, and finish the loading screen... then reach the boss to Cone of Cold!
Shimmer, saved us a lot of trouble, because it is off the global cooldown. Making us able to macro Shimmer into Cone of Cold, so once we got done with loading screen we would hit the boss within... 0.5 seconds?
The biggest issue is the loading screen. Depending on your computer ofcourse... I calculated that 2 second loading screen would allow me to one shot a raid boss, but this was hard to obtain.
I disabled all addons, removed cache, minimized my UI etc... Even told the people summoning me inside the raid to not use any toys or effects that would have to load in... Every single thing that could be used as an advantage against the loading screen boss...
And this payed off, because looking at the replay, the one shot against Rygelon happened the same frame I lost all my buffs... I didn't have a single frame to spare.
If Rygelon can be one shot?... What about the Jailer?
It was harder this time with the loading screen, it took a few more attempts because it ended up being slower. I assume it was because of the arena having more effects (or it being a bigger room) Might also just be my computer that makes the loading screens differ a bit.
Anyway, to everyones disappointment... Jailer couldn't be one shot. I did much more damage than I needed (about 30 MILLION) when he only has 25 million health. But he won't go below 8% in one go. He absorbed about 7 Million of my Damage.
I assume this is when he will force himself into phase 3, incase people burst him fast enough in phase 2. Blizzard probably didn't want that phase to be skippable, so they added in a temporarily immunity / absorb to the boss when it reaches that %...
That.. Or it is just a simple absorb you are able to break through! It was exactly 30% of his health, so might be?... But I don't recall any absorbs on normal so overall its quite suspiscious.

Oh and... the cone of cold is fixed. It won't work inside instances anymore.
Incase you wonder why I tried to one shot 2 bosses, since I usually don't wanna abuse gamebreaking stuff and only showcase it. The order is shifted in the video. We started with Jailer, and it didn't work out so went with Rygelon as the raid boss one shot.
