This animation attempts to explain that how highly-coded analogue video information can be received and correctly understood by the human Eye-Brain system. It does not explain exactly how the brain manages to do this, or specifically how the technology works, but rather seeks to illustrate how different the coded data is from what is finally interpreted from it by the brain.
There is an accompanying paper entitled "The Objective Content Animation" which puts what is being considered here, in vision, into the philosophical category of Objective Content. This can be read here:

For, even in vision, and its interpretation, we do not deal with Absolute Truth (although it may seem like it), but in our own current constructions which merely approach truth, via assumptions and conceptions which are never the full story. Indeed, what makes them valuable is their included Objective Content.
This philosophical point has arisen from years of research into video delivery systems for the analysis of dance, work I undertook with Dr. Jacqueline Smith-Autard as Bedford Interactive Research. We found that interleaved analogue video (two fields) delivered the best movement information.
