This is a rare glitch that can occur in the killer prostitute event in Valentine. If you hogtie the lady and take her to the sheriff, she will scream for help if you take too long to reach the sheriff's office, causing you to get wanted. If you enter right as she starts screaming however, the scripted dialogue will continue until you are asked to place her in the cell.
