Yes my hardest is acu and yes I’m rating the difficulty of a top 5 demon (or 10 whatever it is)
The “60hz friendly” part just means that the part is not much harder on 60hz than on higher hz. the main things that make a part harder on 60hz is a hard wave or ship part.
The 1-10 difficulty part is not related to whether or not the part is 60hz friendly or not, so a part could have really difficult timings (no ship or wave) and therefore be 60hz friendly, yet still be difficult. Also the 1-10 is relative to this level, and also simply my opinion

Here’s my reasoning for each part’s rating:
Part 1: This is the hardest part lol, the dual is already like impossible and then the straight fly might be the hardest thing in all the top 10 demons (even on high hz) so yeah 10/10 not 60hz friendly
Part 2: This part is also super hard, the first jumps are very precise and awkward, then the spam is almost impossible, then the invisible jumps thing is crazy hard. I think it should be 9/10 (not 10/10) and it is 60hz friendly
Part 3: The drop is very very hard, the first clubstep monster is crazy hard, then the thing where you fly diagonally up and down is pretty hard, but the third clubstep monster is brutal, so yeah not 60hz friendly but about 7/10
Part 4: the ball is a little weird at first, but it’s pretty easy so it’s not bad, then the ufo is a little harder but still not the worst, so this part’s not bad, 3/10
Part 5: The ship in this part is actually really hard, but I would assume it gets consistent (it’s also not as hard as some other stuff in this level) then the ball is pretty hard because it’s invisible, but overall this part’s pretty hard 5/10
Part 6: This part starts with the infamous dual, it’s literally insane how simple yet hard this is, then of course the 8 jumps of hell which (correct me if I’m wrong) are frame perfects on higher fps, so obviously really hard, easily 8/10 part
Part 7: This last memory part is laughably easy lmao 1/10
