The “60hz friendly” part just means that the part is not much harder on 60hz than on higher hz. the main things that make a part harder on 60hz is a hard wave or ship part.
The 1-10 difficulty part is not related to whether or not the part is 60hz friendly or not, so a part could have really difficult timings (no ship or wave) and therefore be 60hz friendly, yet still be difficult. Also the 1-10 is relative to this level, and also simply my opinion

Here’s my opinions on every part:
Codex: It’s literally so easy, it’s like hard demon difficulty, and kinda doesn’t belong in an extreme demon but easy beginnings of levels are nice so it’s fine
Kip: It’s a little bit harder, but it becomes very easy. Just some awkward timings
Nasgubb: very hard ship control, so not 60hz friendly. Just overall pretty hard
Terron: Pretty easy, just some timings and a cheeseable dual
Abstractdark: The drop, the spider isn’t too bad, just basic timings, but the transition to the UFO sometimes doesn’t quite work, so it’s kinda hard
Samifying: Pretty easy, but there is a decently long straightfly that makes it non-60hz friendly. Overall not too hard though
Manix: It starts with a relatively hard dual wave, then a super easy spider, then a very hard ship that makes it not 60hz friendly, so probably the first actually hard part
Viprin: The UFO is very easy, the UFO to ball transition is kinda awkward, then the wave is pretty easy, and then some easy robot clicks. So a pretty easy part
Devon: It starts with some easy orb clicks, but the wave is really awkward and hard and not 60hz friendly so I think this is one of the harder parts
Etzer: Definitely the hardest part. Either way you deal with the green orb and mini wave at the beginning, it’s really hard, then some straightfly, but then there’s a pretty brutal transition to wave that’s hard and awkward. Then there’s the last ship control, which is super hard too. So it’s really hard
Loogiah: The first UFO clicks are super easy, the ship part is relatively hard, then the awkward dual dash orb thing isn’t bad, then the wave spam is a little hard. Overall though, pretty easy
Lazerblitz: The transition into this part is pretty hard, but the rest is kinda easy, so it’s not too bad
Galvatron: The first straightfly is very hard, especially since it’s not quite straight. The part after that is easy, then the last wave is kinda awkward, so it’s a pretty hard part
Krmal: The first two wave clicks that have spikes sticking out are pretty hard, then the 2 trigger orbs can be pretty hard to click, then you have to spam, so it’s just a pretty hard part
Vlacc: The first ship corridor is hard and definitely not 60hz friendly, then the ship with saws is kinda hard, but it’s overall just not bad
Serponge: The first part with orbs is easy, but the little pillars aren’t aligned so you have to do weird double clicks, then the transition to the next part is kinda awkward, but it’s a pretty easy part
Hinds: Every click in this part is like equally difficult, but they’re just kinda hard timings, so it’s not too bad. With the nerves you would have from 0 I can imagine this part is a bit of a problem
Rustam: The final part, the only hard thing is the wave spam, and clicking the green orb after the blue orb is also kinda hard, but the last clicks are just buffers. So a nice easy part to end the level
