ABSTRACT
The Internet has changed everything; and the Department of the Navy is in the midst of an enterprise-wide transformation to the 21st Century digital age. Aggressive efforts are underway in rooting out the Navy marine Corps Intranet (NMCI), electronic business, knowledge management, web-enabled applications, smart card technology and the deployment of wireless solutions. At the same time, we must remain ever vigilant, improving our information assurance, ensuring continuity of operations and protecting our critical infrastructure assets. Our challenge is in leading this important change is balancing the opportunities afforded by this digital age with the need for enhancing both cyber and physical security.
About Dave M. Wennergren
Working for the Department of the Navy's Chief Information Officer (DONCIO), he is responsible for developing plans and policies to: lead the Department's eBusiness, e-commerce and business process re-engineering initiatives;; ensure the availability, integrity and protection of the Department information systems; manage the Department's critical infrastructure protection efforts; protect the privacy of our employees and customers in the digital age; and, deploy Smart Card technology across the Department. Prior to his current assignment, Mr. Wennergren was the Head, Plans and Plans Branch (N464), within the Shore Installation Management Division, Office of the Deputy Chief of Naval Operations (Logistics). He was responsible for shore installation strategic planning and policies, as well as the Navy's ongoing Infrastructure Cost Reduction Program shore restructuring efforts, regionalization and installation claimant consolidation. He was also the advocate for privatization, interservice support and interagency partnering efforts. Mr. Wennergren service as the Economic Support Team Leader from the Department of the Navy's Base Structure Analysis Team (BSAT) during the Navy's Base Realignment and Closure (BRAC) process for BRAC-93 and BRAC -95. In this position, he as responsible for all Department of the Navy (DON) return on investment, local area economic impact and community infrastructure impact analyses. He was the DON representative to both the Department of Defense (DoD) Joint Cross Service Group on Economic Impact and the Dod Joint Process Action Team for the enhancment of the Cost of Base Realignment Actions (COBRA) model. He received his B.A. in communications/Public Relations from Mansfield State University. He has received both the Department of the Navy Superior and Meritorious Civilian Service Awards.
