This is how the region decided to fight the increased number of street animals.
To the surprise of the locals, the Magadan prosecutor stood up against this law.
"I will not let it be implemented. My people will count the dogs in the shelters," he said.
And if even one dog is missing, they will be prosecuted for
cruelty to animals.
Everyone wants to close the issue of "unclaimed" street animals in this way.
There is no general federal law - so they pass local laws.
"This is the only way to protect children on the streets," they say. "And who bred these animals?" - they answer.
