I - Italy 🇮🇹

1/ The Fixed Tax

You pay a fixed amount of €200,000 per year (formerly €100,000), covering your foreign-source income.
...Nothing more to add.
From 2017 to 2022, over 2,730 The super-rich have transferred their tax residence to Italy

2/ Exempt areas
Some regions offer tax exemptions of up to 90%
Some regions concerned: Sicily, Calabria, Sardinia, Campania, Puglia, Abruzzo, Molise, and Basilicata...

"These two regimes are established with the aim of attracting high-net-worth individuals to Italy."
Since 2024, this regime has been reformed: for new entrants, the standard benefit is now a 50% reduction (capped).

II - Romania🇷🇴

If your turnover remains below €500,000
Good news! You'll only pay 1 to 3% of your income.
But in addition to the 1% or 3% rate on your turnover, you must consider:
Dividends distributed: 10% (and 16% from 2026, depending on the reform)
Social security contributions/CASS (if you're an employee manager). Approximately 35% cumulative
VAT: 19% (standard), with an exemption threshold of around €60,000

However, starting January 1, 2026, the dividend rate will increase to 16%, according to the adopted tax reform.

III - Andorra 🇦🇩

Welcome to the heart of the Pyrenees
Corporate tax: 10%
No tax on dividends
→ total taxation at 10%
Capital gains tax: from 0 to 15%

2 types of tax residency possible
Active residency: 183 days/year in Andorra + €50,000 deposit with the AFA (Andorran Financial Authority)
Passive residency: 90 days/year in Andorra + €50,000 deposit with the AFA (Andorran Financial Authority) AFA + investment in Andorra of €600,000
"Constraint: you must reside there for a long time and deposit a significant amount as a deposit to access these benefits."

Key Points
No banking secrecy: Andorra now automatically exchanges tax data (CRS/OECD)
Real domicile required: you must prove that your center of life is in Andorra (housing, bills, physical presence)
High cost of living: rent, private healthcare, international schooling... not insignificant
Residual French taxation: if you remain a French resident for tax purposes, France will still tax your income (so be careful about actual residence!)

IV - The Island of Sark 🇬🇬

Professional Taxation
VAT (Value Added Tax): 0%
IS: 0%
Dividends: 0%

Other Taxes
Property tax: called "the tax" "residence tax"
The amount of this tax varies depending on the size and value of your property.
Inheritance tax: There is no inheritance tax in Sark and Herm.
Customs duties and other taxes: Depend on trade agreements between the islands and other jurisdictions.
Inheritance and succession tax: 0%.
...and the list goes on.
The only tax you'll have to pay if you're a resident of Sark and Herm (and I'm not kidding 😅) is on your property, your horse, or your bicycle.

Important points
You have to actually live there (and it's very isolated).
No social safety net: no "French-style" public security.
There are personal taxes on capital and property transfer taxes.

V - Montenegro 🇲🇪

An underrated country... but very interesting.
Taxes on Companies:
9% below €100,000
12% below €1,500,000
15% above that
Dividend tax: 15%
Capital gains tax: 15%

Personal tax:
9% below €1,000/month
15% above that
Capital gains tax: 15%
There are other taxes, social security contributions, and municipal surcharges to consider

A strategy I use 🌐

The best of both worlds: everywhere
No matter where I live, I'm not stuck in a single country
Income tax: 15% or 3%
No capital gains tax: neither on investments nor on disposals
No tax on dividends: and only 5% if I'm French tax resident

I pay my corporate tax of 15% or 3%
I pay my dividends where I would be a tax resident
Some interesting countries in the Schengen area
