Yes. Yes he is.
The passive alone is so unique that he's worth pulling. Imagine a hero that you can slap B tier gear on and guarantee that he'll go first 100% of the time. @260 speed, he WILL go first, and realistically you don't even need that much.
CR manipulation, S1 hits like a truck, built in mitigation (although he's still squishy), potential book carrier, and more.
