The town planning concept of BEST USE is essential to understand as a property investor, property developer or commercial property owner. The best use of a site is impacted by the: density / permitted use / zoning, building height, building bulk and parking. Understanding these concepts will help you find the best property development sites in Australia.

If you are seeking a town planning approval for a commercial building, apartment development, group dwellings, subdivision, residential land development, you need to start four above basics. As always town planning in NSW / Sydney is different from town planning in Perth / WA - use my ideas as a guide, which may be different in your state.

Then you need to work out what type of property development you are considering: subdivision, group dwellings (villas, homes or townhouses) or apartments / mixed use development.

For subdivision it's best to take the following steps: identify the zoning of the property, work out the minimum and average allowable block size, work from the back of the lot to the front, start with the minimum lot size and confirm access to the rear lots from the street.

For group dwellings, you need to work back from the size of saleable product, then confirm with the council the site cover and from this work out the proposed block size, once you have the proposed block size, like subdivision you can work out how many blocks of land you can fit in your development.

For apartment development / commercial development the council will identify a plot ratio that relates to the zoning and use, from the land area and plot ratio work out the gross building area, apply the setbacks / site cover to the land and confirm the effective floor area, work out how many storeys the development would need to be from the gross building area, confirm the height of the development is compliant and finally check parking requirements.
