Here you can see bug that i was already reporting about one year ago and from that date nothing changed. So basically when you grab scroll bar clicking left or right mouse button and holding it then release button scroll bar will continue move as you was still holding one of them buttons and not gonna let you go until you close chat and go back in it again.
