Making drupal-rector compatible with Rector 0.15.19+
drupal-rector often times becomes incompatible with upstream changes made by Rector. Recently Rector changes how bootstrap files are included, wrapping them in a static closure and avoiding scope pollution. drupal-rector relied on this and needed to be fixed.
