1) Reduce the amount of color printing
Color printing costs more than black and white. That is a fact.
You need to set some rules to encourage - or force - grayscale or black & white selection.
2) Print double-sided where possible
Double-sided printing (also called duplex printing) is, along with black & white printing, a print cost savings winner. Make sure your printer has rules set to force or encourage double sided printing and watch the paper saving … uh … happen. A lot.

3) Send print jobs to the cheapest printer
Not all printers cost the same to print. You need to identify what each printer in your fleet costs you to print, and direct certain jobs to the most cost effective.
For example you don't want to have 40-page reports coming out of a desktop printer, the cost will be prohibitive compared to a multifunction device.
4) Reduce the number of uncollected documents at the printer
