Harry recounts the graveyard events. The headmaster's face grows grave as details emerge...the Death Eaters, their unmasking, Voldemort's new body. When Harry finishes, silence stretches across the grounds.
Fudge (standing slowly): "Merlin's beard. If this is true..."
Dumbledore (urgent): "Cornelius, we must act immediately. Every hour's delay strengthens Tom's position."
Fudge (resolved): "Alert the Aurors. Emergency session of the Wizengamot within the hour."
By midnight, the Ministry's emergency broadcast crackles through every magical wireless in Britain. Rita Skeeter's quill scratches frantically as Fudge's voice fills the airwaves.
Fudge (over wireless): "Citizens of magical Britain, I must inform you that He-Who-Must-Not-Be-Named has returned. Harry Potter has provided credible testimony of tonight's events. The Ministry is taking immediate action to ensure public safety."
The wizarding world explodes into panic and preparation. Diagon Alley's shops board their windows within hours. Families with young children flee to relatives abroad. But some respond differently...Order of the Phoenix members emerge from hiding, while retired Aurors volunteer for emergency service.
At the Ministry, Kingsley Shacklebolt coordinates rapid deployment.
Kingsley (to assembled Aurors): "Priority locations: Azkaban, Gringotts, St. Mungo's, major Floo networks. Double guards on all high-security prisoners. Death Eater families under surveillance immediately."
Mad-Eye Moody (gruff approval): "About time someone listened to sense. Constant vigilance isn't paranoia when the enemy's real."
Tonks (determined): "What about the old Death Eater families? The ones we know but could never prove?"
Kingsley (strategic): "Surveillance only for now. We need evidence before we act, but if they’re still with you know who, we’ll catch em."
Within days, the Ministry's response reshapes the entire conflict. Auror teams raid known Death Eater safe houses before Voldemort can consolidate his followers. Several arrests occur...Macnair caught at his home, Crabbe Senior detained at his manor. The Death Eaters find themselves hunted rather than hunting.
At Malfoy Manor, however, Lucius receives warning just minutes before Aurors arrive. The family Disapparates to safety, leaving behind only house-elves and empty rooms. They must be more careful now.
At Hogwarts, Dumbledore meets with Fudge in the headmaster's office. Portraits of former heads listen intently as plans unfold.
Fudge (determined): "What do you need from the Ministry, Albus?"
Dumbledore (thoughtful): "Severus Snape must return to Voldemort's side as a spy. His position becomes more valuable if Tom believes the Ministry remains unaware."
Fudge (understanding): "A public dismissal of his loyalty. Make it look like we suspect him."
Dumbledore: "Precisely. Meanwhile, we coordinate our response. Tom's greatest advantage was always the element of surprise. That's gone now."
The next morning, Fudge's second press statement rocks the magical community again.
Fudge (stern, over wireless): "Professor Severus Snape is under investigation for possible Death Eater connections. We advise all citizens to report any suspicious activity immediately."
In the dungeons of Hogwarts, Snape's expression remains impassive as students whisper and point. Only Dumbledore sees the slight tension in the Potions master's shoulders.
McGonagall (privately, to Dumbledore): "Albus, are you certain about this? If Snape is compromised..."
Dumbledore (quietly): "Minerva, there are things about Severus that you do not know. Trust me in this."
The changes ripple through Hogwarts immediately. The school operates under enhanced but reasonable security. Auror guards patrol the grounds openly. The Ministry has completely overhauled the Defence Against the Dark Arts curriculum. Professor Flitwick announces the changes during an emergency assembly.
Flitwick (excited despite circumstances): "Students, we're implementing advanced defensive magic immediately. The theoretical approach has failed us. You'll be learning practical spells, battle strategies, and proper duelling techniques."
In their first new Defence class, students find Auror Dawlish demonstrating proper shield charms.
