Tips for implementation based on common mistakes:
Test each sub-circuit separately first. Connect both when you are sure that they work.
Wrong anode/cathode connection especially LED. Shorter leg is the cathode.
Troubleshoot your circuit using voltmeter, check the voltage in VCC pins, if the switch is working, if there's output from the timer etc.
Make sure all wires/components are well-connected in the breadboard.
