In some cases, torture was used by the Russian military with such brutality that it resulted in the death of the victim, according to a report by the Independent International Commission of Inquiry into Abuses in Ukraine.
The Russian military widely and systematically used torture in areas that had been under Russian occupation for a long time, namely in the Kherson and Zaporozhye regions. Such conclusions are contained in the report of the Independent International Commission of Inquiry into Violations in Ukraine, presented on Monday, September 25.
As the chairman of the commission, Eric Möse, points out, the main targets of torture were persons accused of informing for the benefit of the Ukrainian armed forces: “The commission found that torture was mainly used in various places of detention controlled by the Russian authorities. Similar methods of torture were used in different places of detention in custody during interrogations, which were mainly aimed at obtaining information from the victims."

In addition, the commission found that in the Kherson region, Russian soldiers raped and sexually assaulted women aged 19 to 83, often along with threats or other violations. Often, family members were kept in the next room, forcing them to hear the abuses taking place, the report says.
Separately, the commission addresses the issue of the “devastating consequences” of war on children. It is indicated that experts continue to investigate cases of export of unaccompanied minors to the Russian Federation from Ukraine. However, due to a lack of clarity and transparency regarding the full scope, circumstances and categories of children transferred, the process of repatriation may be difficult, the authors emphasize.
“The Commission is also concerned about allegations of genocide in Ukraine,” the report further notes. “For example, some rhetoric conveyed by Russian state and other media may constitute incitement to genocide. The Commission continues its investigations into these matters.”
