How to Create a Plot with WorldGuard (homes in protected areas)

Its a common question on Minecraft servers, how do I create a region were players can build within a region where they cannot? No need to adopt confusing and complex plugins. Through the use of setting parents, you can easily give players designated plots where they have rights to build and destroy within your town or city limits. Please note that setting up flags may take some time. I recommend you disable TNT, PVP, creepers, lava and fire spread first and foremost. The rest may depend on your situation.
Pro Tip: Setting up flags can be time consuming. Set one flag and edit your config directly if you feel up to it.
