From the failed recording I know that wanting to fulfill the requirements for the Criminally Insane Grant will cause me more trouble than it's worth, as well as knowing how much more expensive the Tiled Wall vs the oriental Wall is, especially for the outer building, I first construct the 2 wide hallway for outsiders / staff in Criminally Insane Sec, before starting on the rooms.
Seal it off before letting prisoners in.
