With Death Row completely built, it's time to work on constructing the place for our Ex-Gangmembers, Ex-law Enforcers, Ex-Prison Guards, Snitches and Federal Witnesses. All these need Protective Custody.
A place I don't really want to build, so they'll only get Dormitories to increase capacity, and mediocre at best quality rooms, but not all rooms.
