350g penne
2 tbsp cooking oil
1 large onion
4 cloves garlic
450g ground beef
4 hotdogs
1 red bell pepper
1 tbsp chopped fresh basil (optional)
400g tomato sauce
80g cheddar cheese
1/8 (2 tbsp) cup condensed milk
1 cup beef stock
1/8 tsp salt
1/4 tsp oregano powder
1/4 tsp white pepper

100g unsalted butter
250ml all purpose cream
80g quick melt cheese
1/3 cup evaporated milk
1/4 tsp dried basil
salt to taste
