Yes, you can blatantly lie to Queen Akorithi about whether or not you tried using the painting, but I think that lowers your reputation with the royal family in Sentinel - and that isn't too great. Getting your rep back up to a point where they'll provide quests will take a very long time (although now I'm not too certain they provide any more quests anyway, so I guess it may not matter too much).
