Tokyo Cops and Fence, Marunouchi, ahead of Emperor's visit by Ambassadors.
Policemen in Marunouchi, Tokyo, near Tokyo Station and The Imperial Palace.
These cops had parked their pedal cycles and were happily moving fences from the Gyoko Street to allow an ambassador to be transported in a horse and carriage from the grand Tokyo Station and down to the Imperial Palace to meet the Emperor.
These guys knew how to use their whistles to stop people going where they shouldn't but it looked like a scene from the Three Stooges or Chuckle Brothers the way they moved these fences..
