Highway 3 Widening Update Revealed
Welcome to the Sept Construction Update of the Highway 3 Widening Project in Essex County, a transformative initiative aimed at enhancing safety and improving traffic flow for the thousands of vehicles that travel this critical corridor daily.
The Highway 3 Widening Project spans 15.6 kilometers, extending from 1.2 km east of Essex Road 23 (Arner Townline) to 1.1 km east of Essex Road 34 (Union Avenue). This project will expand the highway from two lanes to four lanes, incorporating a 15-meter depressed median, drainage improvements, and intersection modifications.
Construction began on June 1, 2023, and is expected to be completed by 2027.
Highway 3 is a vital link for the region, with approximately 17,300 vehicles traveling between Essex and Leamington each day.

The project is estimated to cost $138.6 million, funded by the Ontario government.
The HWY 3 team includes the developer GIP Paving Inc, formerly Coco Paving Inc. The design team of Dillon Consulting Ltd, a proudly Canadian, employee-owned professional consulting firm. Dillion was founded in 1946 and has 25 offices across Canada with more than 1,100 employees. They specialize in planning, engineering, environmental science and management.
The third partner is WSP, a global services firm providing strategic advisory, engineering, and design services. They have 67,200 employees globally, with 12,000 professionals across Canada.
Both Dillion and WSP offer consulting services in engineering and environmental fields, but they differ in size, scope, and ownership structure. Dillon Consulting maintains a strong Canadian focus with its employee-owned model, while WSP operates on global scale.
I'm confused as to why WSP, a global engineering team is involved when Dillion engineering is a capable and Canadian corporation? It seems ambiguous and costly. If you can help me understand let me know in the comments.
The project employs a diverse team of professionals, including developers, designers, and construction workers from Green Infrastructure Partners (GIP) Highway 3 Inc., Dillon Consulting Ltd., and WSP. While specific details about union affiliation and nationality of workers are not disclosed.
