I’m not sure when it happened exactly but YouTube stopped allowing you to use the old creator studio to correct transcriptions. It does allow you to upload transcription files however you are unable to correct the transcriptions on the platform.
So how do you get an SRT file?

Now, if you do have a script you can get an SRT file completely free. What you’ll want to do is open your word doc file and save your script as an SRT file.
