I just realised that the resetting of one of the holsters is a bug that is going to be fixed soon.
Royal Pistol:
Artisan: Blacksmith (Lvl.3)
Ingredient 1: Silver Ore
Ingredient 2: Flints
Ingredient 3: Special Iron Ingot
You can make it with those ingredients and a level 3 blacksmith, you don't necessarily need to find the pistols recipie.
