Plastic surgery has drawn in lots of doctors and others who want to cash in on the popularity of cosmetic surgery. There are many made-up boards so they can say they're board-certified, and patients have no idea that they're not plastic surgeons. It's something called "scope of practice", and it means that a doctor is stepping outside of his expertise and training, usually to do lucrative surgery. They are NOT trained as plastic surgeons and do not have the training and background to perform complicated cosmetic surgery procedures. They're concerned with making money and usually have little concern for their patients' welfare--otherwise they wouldn't be doing this in the first place.
