FHP Wild Action Packed Pursuit - Jefferson & Leon Counties, Florida

Incident Report: On January 8th, 2022, at approximately 2:24 pm, I, Trooper Wesley Dixon, was on routine patrol in Jefferson County, Florida. I was traveling westbound on Interstate 10 (State Road 8) at approximately the 219 mile marker. I was approaching a traffic stop that three troopers were conducting on the northbound shoulder just ahead of my position. As I was approaching, I observed a black in color sedan pass the traffic stop with the three emergency vehicles with emergency lights activated and several troopers standing on the shoulder. The black sedan had a clear lane directly to the left of the vehicle and I observed the vehicle pass the traffic stop at approximately seventy mph. I then overtook said vehicle, never loosing sight, activated my emergency lights/siren and attempted to make a traffic stop on the vehicle. The vehicle displayed a Florida license plate of IY09TU that returned to a black infinity registered to a Steven Spencer Clary of Orlando, Florida. The vehicle failed to stop continuing a short distance at around 70mph. I then advised the Tallahassee Regional Communications Center (TRCC) of the failure to stop and provided the registration number. TRCC advised that the vehicle was clear of any wants or warrants. The vehicle then pulled onto the north shoulder, slowing to approximately 55mph and continued down the shoulder for an abnormal distance. The vehicle then pulled back into the outside lane of travel and continued to travel at normal highway speeds. The drivers actions led me to believe that the driver was possibly elderly, a person unaware of what was required of them, or possibly an impaired driver. Due to this, I overtook the vehicle in the inside lane and began driving parallel with the vehicle in an attempt to signal to the driver to pull over. As I was doing such, I observed that there was a silky black material covering the inside the driver window concealing the driver from my view. At that moment, the vehicle traveled onto the north shoulder and rapidly accelerated from me and then slowed down and took the westbound 217 exit at normal highway speeds. I advised TRCC of the vehicles evasive actions, deactivated my emergency equipment and ceased my efforts to stop the vehicle. TRCC notified the troop watch supervisor, Sgt Boatwright, of the situation and my current status. I observed the vehicle travel north on State Road 59 then make a u-turn and travel south on State Road 59 while passing my position. I was able to observe the driver as the black cover was no longer in the window. The vehicle then traveled onto the westbound entrance ramp of Interstate 10 from the westbound 217 exit. I observed the vehicle continue westbound on Interstate 10 and this information was relayed to TRCC.
I then searched the registration through the FHP Computer Aided Dispatch (CAD) server and observed two separate BOLO's from earlier the same day and requested the information on the BOLO's from TRCC. TRCC advised the vehicle was a suspect vehicle involved in a homicide that occurred in Orlando, Florida. The Orlando Police Department had reason to believe that the driver was the suspect involved in the homicide. OPD was requesting that the vehicle be held and treated as a crime scene and hold the suspect for OPD detectives. I then requested permission from Sgt. Boatwright to overtake and attempt to stop the suspect vehicle for said offense. Permission was granted and I began traveling westbound on Interstate 10 attempting to locate the vehicle. The other FHP units located ahead of my position began searching for the suspect as well.
At approximately 2:38pm, while traveling westbound on Interstate 10 in Leon County in the area of the 203 mile marker, approaching the 203 Exit, I observed what appeared to be the suspect vehicle ahead of my location in a pack of traffic. At this time, Trooper B. Foote was located in the median ahead of my position and advised that the suspect vehicle passed his location. I intercepted the suspect vehicle with the same aforementioned license plate, activated my emergency lights and siren in my fully marked FHP unit, and attempted to stop the vehicle.
