Broken A/C fix
Turns out it was a wiring issue. Damn critters.
Admittedly I don't think my description of power coming from the thermostat was accurate, because that black wire that I thought had some power after I cut the main power from the fuse box was not yet re-connected to the thermostat wire. So idk what was going on there. Could have been residual power from the capacitor.
