[MK7] Current Speed Modifier

This isn't a bulletbill speed modifier, it isn't a 200cc code, this actually changes the current speed that your kart is moving at. It allows you to reverse in bulletbills, cannons, or anywhere you want by using a negative float value. The bulletbill also follows the routes a lot easier than with the previous bulletbill speed modifier.
