Way 1. Use EaseUS Partition Master
Step 1. Download it from EaseUS official website and run it on your PC.
Step 2. Then, navigate to the Partition Manager section and right click the C drive, tap Split.
Step 3. Select "create new partition," drag the dots to resize the new partition, assign a drive letter, and select a file system you want.
Step 4. After that, click OK, Execute 1 Task, and Apply to begin the process.
Way 2. Use Disk Management
Step 1. Right-click the Windows icon and select Disk Management to launch it.
Step 1. Right click the C drive and select Shrink Volume. Type in the amount of space in MB you want to shrink from C drive and then click Shrink to get the unallocated space.
Step 3. Next, right-click the unallocated volume and click New Simple Volume. Click "Next" to continue. Then, click Next to confirm the simple volume size.
Step 4. Select a drive letter for the new partition and tap Next. In this window, select the file system, allocation unit size, and volume label.
Step 5. Click the "Next" option to continue. Finally, click "Finish," and you can see the new volume in Disk Management.
