The Institute of Economic Forecasting of the Russian Academy of Sciences (IEF RAS) specializes in fundamental, applied and exploratory scientific research in the field of analysis and forecasting of the socio-economic prospects of Russia and its regions, and the development of recommendations and proposals with a goal to improve the quality of economic policy in Russia.

RESULTS OF THE NEGOTIATION PROCESS UNDER ART. 6:
RESTRICTIONS ON PROJECTS:

do not include sequestrations for the entire project period
discount transmitted sequestrations
introduce more conservative baselines
introduce a limit on the purchase of ITMO for countries
to prohibit the so-called ITMO banking


Departure from the tasks of stimulating absolute global emission sequestrations violation of global accounting of emissions,

loss of connection between ITMO, project reductions and global GHG emissions

reducing the attractiveness of work on real projects to reduce emissions

Possible common approaches of Russia and the EU:

A shared understanding of the importance of absolute global emission sequestrations
Taking into account the quality of Russian instruments
Bilateral initiatives to form portfolios of real projects to reduce emissions (including in the production of products supplied to the EU)
