Mourner HQ Entry Notes:
If you are reprimanded for wearing "non-regulation gear", check the following conditions:
1) You must not have anything other than the Mourner gear equipped.
Check the acceptable items and forbidden items lists:

2) Try unequipping a piece of Mourner gear, then re-equipping it and attempting to enter the Mourner HQ again.
It may help to do this quest with a checklist to keep track of what you have done and what you need to be doing next.
