To configure GRE over IPsec, need 3 steps:
1. You know after sd-wan router join to manager, the manager handles all configuration of it, so you can not type command on device directly. the reason why need make CLI Add on template for device,
2. Add CLI Add-on to device template.
3. Configure GRE over Ipsec tunnel on non sd-wan device or third party device.
