Hello, I said I'd find a way, and goddamn did I! I did this by modifying the ELF, using a combination of IDA Pro and 010 Editor. I'm still very new to using IDA Pro, and got some very much appreciated help with using the tool.
If you have no other patches, you can save this file in the directory of your emulator as "patch.yml"
These are each of the versions of Project DIVA F 2nd I could get a hold of.
EDIT: RPCS3 now lets you download available patches from their site in the program. I recommend downloading patches directly within RPCS3 and enabling them through the menu.
AS A FULL DISCLAIMER: This 60 fps patch IS NOT PERFECT. 2D animations (menu stuff, mainly) and the Results screen 3D animations still run at double speed. This patch is released AS-IS since the PV animations play correctly, and that's what we mostly care about, right?

A: For every first time viewing a PV, it needs to recompile shaders. Personally I don't like it and was against forcing this to always be on. This causes stuttering or freezing when you view a PV the first time (sometimes first two times). Best advice is to watch a PV before trying to play the song.
Q: And stuttering in the audio?
A: In the CPU settings, tick the box that says "Enable thread scheduler." This removes most audio stutter.

A: Update your RPCS3 emulator...
