Have you questioned about this in Harry Potter? Harry’s wand completely doesn’t work after Hermione accidentally broke it, and Ollivander tells him it can’t be repaired. But Hagrid’s wand had been snapped completely in half when he was expelled from Hogwarts, and it seemed to work fine concealed in his pink umbrella. As Harry later manages to repair his wand using the Elder Wand, it is possible that Dumbledore did the same with Hagrid's.
