My verdict: surprisingly good on gamepad, has trouble on wheel. If you want a forza/gran turismo alternative with better handling for casual gamepad driving then go for it, but it's not looking to compete in the sim space.
The tuning is a fun addition but the options are limited and often bugged, with the most common issue being that buying a tuneable suspension/transmission/differential rarely actually allows tuning of those items and, when they do, the tuning is extremely limited. On an Evo for example the diff tuning will only allow you to adjust the basic locking and preload of only one of the diffs, and it doesn't even tell you which one.
There's no power balance options anymore in tuning either, nor is there any way of modifying the FFB beyond the very basic settings. In pc2 I just set it to raw and left it, on pc3 I couldn't find a tone setting to emulate this to the point where I could control the car.
Speaking of car control, the handling is different to pc2 but still has many of the same problems with drifting. The snapping on regrip/transition seems to be fixed, but large issues still remain.
Things that would be nice:
steering angle upgrade
engine swapping (I'd be very surprised if this happened but we can dream)
tire width upgrades (and more importantly, downgrades)
aero upgrading changes the visible aero on the car
when the drift cars come by dlc, allow us to upgrade their power outputs
Things that properly need fixing:
replay sound mix/reverb
no possibility of properly modifying ffb to actually work how a wheel should
