In Ethiopia, stamp duty is imposed on various legal documents. Here are some items that are subject to stamp duty:
Memorandum and Articles of Association of any business organization, cooperative, or other forms of association.
1. Bonds
2. Contract agreements
3. Security deeds
4. Collective agreements
5. Contracts of employment
6. Leases, including sub-leases and transfers of similar rights.
7. Notarial acts
8. Power of attorney documents
9. Documents of title to property
The rates for stamp duty might be flat or based on the value of the property. Exemptions exist for certain cases, such as public bodies covered by federal government financial administration, goods imported for sale by licensed traders, and documents exempted by international agreements approved by the Ethiopian government. Share certificates are also exempt from stamp duty on property title registers.
Enforcement of stamp duty is required to have strong system of law enforcement to prevent the increasing incidence, from time to time, of contraband and other commercial fraud crimes which are resulting negative impact to legitimate trade, public security, government revenue and other social and economic development.
