Using KPIs as guardrails around tech only changes
Projects and programs become big because we want to spin the System Design, Business Capabilities, and Technology Platforms dials all in the same effort. This tends to break the existing metrics, dashboards, and controls with the hope of a big payoff. Sometimes it makes sense to do a tech platform change that only allows changes that stay within the current testing capabilities and KPI dashboards.
