If you don't have inanna for 2:54 he shoots very dangerous attacks during the stagger check that'll one shot you or knock you out into the water, and failing to stagger = a raid wipe.
If you succeed stagger check without inanna, be ready to facecamp him for a counter as he recovers to keep him down for an additional duration to keep dps'ing him.
