If the Instructions doesn't work for you put the SBAnimatedWeather folder into Var/Stash/Themes and i put the SBAW.Dylib folder into Library/MobileSubstrate/DynamicLibrary. Also if you have SB Settings (dont know another way to get onto it) Click more then scroll down to MobileSubstrate Addons and make sure SBAW is [on] as this worked for me.
