What's the best character background? Technically, any of them can work out based on what you would like to do, but there is one particular background that allows you to do so much at the very beginning of the game, that it literally sets you up for quick success at the early levels. If you're wanting to quickly excel at space combat or get more involved with shipbuilding, then this character build is a no-brainer.
