Originally 40 minutes, edited down. Level 8 was rough too, here are some tips that might help:
ice cream stalls and news-stands are your friends
save money for the better shops asap
don't upgrade shops that you eventually tear down
On day 13 it's time for a fire dept. and police station
save enough money for repair in the later levels
sometimes it's better not to repair a building, let it fall apart instead and build a better one on the spot.
