To get the authorization, email IRCC at IRCC.COVID-TravelExemptions-Exemptionsdevoyage-COVID.IRCC@cic.gc.ca. IRCC contact you within 48 hours of getting your email and tell you what to do next.
3) Service Canada is closed until further notice. Wait to re-open for Biometrics
4) DON'T come to Canada unless needed. STAY SAFE!
