Generally a qualified audio post house should be able to do this, but for a quick filter that manages these things, select the effects in your Premiere output settings. Navigate to Loudness Normalization, click the checkbox and select E,B,U, R128, or the other options. This will normalize your audio to the average loudness required by certain broadcasters. If you need something other than -23 or -24 you may need to enlist the support of an audio mixer using protools or Logic.
