As the name suggests, DoR specifies when the agile requirements aka stories are said to be ready for development. It helps the development team and the stakeholders to understand when the stories could be picked up for implementation and are ready to be assigned into an iteration/sprint backlog. This is a great marker for product owner, scrum master, business analyst and development team to come to an agreement of when the stories could be moved into a backlog.
